Hey Jerry, looking for another set of eyes. Can you see the neutral bond to enclosure? On the neutral/grounding bus there were no screws that visibly penetrated into the panelboard. There is usually a screw in the middle of these panels that attach the bus to the panelboard. I dont know...

Hi Marc,
Did you look at the schematic on the panel cover (that's where it usually is), that should show where the bond screw/jumper goes.
I don't see a place for a bond jumper at the back of the enclosure, that indicates there is a bond screw somewhere, but I don't see the hole for it either (that screw goes all the way through and into the back of the enclosure).
From the photos (which I wish showed more), those two green screws which attach the neutral cross bar to each of the two neutral terminal bars may be the bond screw(s). A short screw may go only from the neutral cross bar into the neutral terminal bar, while a long screw may continue on through and into the enclosure back.
Do you have a photo of the schematic? We could probably see it there.

The schematic was removed or just fell off. It's a pretty common panel out here... as a matter of fact; i think the panel on my own house is the same. I'll get back to you on this.
