Jerry, do exterior water heater closets when attached to the main structure have a 1 hour rated encloser like garages?
What about furnace closets?

Nope, not for either.

Then, unless California specifically states that garages are required to have a 1 hour wall, neither do garages - they only require "separation" which consists of a minimum of 1/2 inch gypsum board on the garage side.

A "1 hour fire-resistance rated" wall would require 5/8 inch Type X on both sides of the wall as well as a (typically anyway) 20 minute rated door which would include being self-closing and self-latching, along with other requirements.
