Guards for retaining wall repair

My condo association is repairing a retaining wall on our property. The retaining wall is set back about 10' from our parking lot and then is about a 15' drop (the retaining wall) So our parking lot is basically on a plateau. There currently isn't a guardrail up... should there be (as required by codes)? My association isn't sure. Thanks.

Regrettably (in my opinion) the code does not address guards along retaining walls.

I suspect that your insurance company may like to have input into whether or not you install a guard on the new retaining wall, as, I am sure, would the association's attorney. The association may be able to get a discount on liability if a guard was installed, along with other liability reducing actions - worth checking with your insurance company to find out.
