Handrails for spas

Does a public spa, i.e. hot tub, require a handrail for entry under the 2009 IBC? Having trouble.

The ICC has a 2012 Swimming pool and spa code, but not a 2009 Swimming pool and spa code - what section(s) of the 2009 IBC are you applying to swimming pools and spas?

IBC Sec. 3109. We have not adopted the ISPSC.

That is basically just safety barrier requirements around swimming pools and spas, not for the pools and spas themselves.

Are there any codes which address pools and spas and which you have adopted? If not, you could try to apply a nationally recognized swimming pool and spa code, but, without adopting it, it would not be enforceable, it would only serve as recommendations.

Another aspect may depend on the use of the public spa - the Accessibility Code or ADA may have some applicable requirements:
